Tax Services Function:

The Tax Services team is a functional unit within the Custody & Fund Services (CFS) and Direct Custody and Clearing (DCC) business within the Prime Futures and Securities Services (PFSS) group. The Head of Tax Services is primarily responsible for driving consistency in execution of the tax product strategy across DCC and CFS business lines

Key Responsibilities:

The Tax Services Head is expected to develop short and long-term objectives for the Tax product offerings and drive implementation in conjunction with global and regional partners. In addition to working with global and regional partners, the Tax Services Head will be expected to report status of global tax offerings, progress, roadmap and issues to senior management of CFS and DCC.

The Tax Service Head will have oversight and management responsibility for the following functional responsibilities:

Product

  • Defining consistent tax service standards appropriate for the various markets

  • Collaborating with Region, Ops and other partners in evaluating tax offerings and future tax services expansion or reduction where applicable as tax changes arise

  • Strategy and service definition for tax in partnership with Product Development, Regions, Operations and Client Services

  • Development of tax technology strategy and prioritization of book of work in conjunction with regional partners

  • Ensure that tax offering information for clients is maintained and monitored

  • Monitor tax changes globally and implement strategic solution for ensuring tax changes are implemented and communicated for clients and product

Operations & Technology

  • Development and monitoring of Operations Strategy in partnership with Operations and Regions

  • Oversee implementation of FRSS centralization across all branches globally in support of the DCC and CFS businesses

  • Overall global technology roadmap for tax service excellence across DCC and CFS

  • Process and remediation management for Technology and/or Operations losses

Risk & Control

  • Identification of risk points within the processes, and development of a governance framework to manage them

  • Implementation of appropriate MIS, monitoring capabilities, and MCA tests

  • Execution of branch tax due diligence, supporting CFS and DCC

  • Implementation of control processes for DCSA documentation for tax services

  • Quarterly tax reviews with corporate tax and external accounting partners for all branches

Human Capital Management

Works closely with HR and Product Heads in all the relevant processes such as:

  • Play an active role in the acquisition of top talent internally and externally

  • Ensuring the people strategy and organizational capabilities are aligned to business strategy

  • Headcount governance, talent management, workforce planning, internal mobility, diversity initiatives.

  • Mid-year and Year end appraisal processes; compensation planning, Promotion planning

  • Graduate recruitment, training and other related processes

The ideal candidate should have a proven success record in the Custody space and demonstrate a track record of project managing a complex product set, with a hands-on leadership style. The role requires active client and people management, problem solving and leadership skills to drive Citi’s strategy.

The Tax Services Head will dual report to the DCC Global Head of Network Management and CFS Head of Product Development.

Qualifications

Experience, Skills and Capabilities:

  • Minimum 10+ years financial industry experience with an emphasis on local and global custody and, specifically managing tax for custody activity

  • Excellent understanding of CRS and FATCA

  • Ability to translate vision into executable plans and to anticipate and lead the organizational response to future changes

  • Excellent interpersonal and communication skills

  • Credibility and gravitas to lead, motivate and influence a diverse population across geographies, products and matrix reporting lines

  • Superior problem solving skills; pragmatic approach to ensure limited resources are directed appropriately
